Overview:
The U.S. Army War College will conduct the Seventeenth Annual Strategy Conference from April 11-13, 2006, in Carlisle, Pennsylvania at historic Carlisle Barracks. This year's conference will bring together top national security strategists, senior military leaders, media, university faculty and the policy making community to consider, discuss, and debate topics concerning our national security strategy and to help frame vital questions that offer insights on "A Nation at War." Some argue that the U.S. military is at war but the nation is not, or at least does not appear to notice that it is. This apparent difference in perspective has implications for both the conduct of military operations against hostile forces abroad and the maintenance of national security. Threats to America's national security arise, to some degree, from the globalization of business, which demands porous borders to enhance the free flow of commerce, but does little to inhibit the free transit of terrorists. International legal issues are colored by the fact that one nation is at war, in some form, while others, operating in a common coalition, do not recognize the threat to have the same severity. At home, the Reserve Components argued for years that they should be used and now they are possibly approaching their breaking point. The conference goal is to examine several critical aspects of this situation and also offer pre- and post-conference electives for participants.
